If you’re considering a career in scaffolding or need to verify that your team holds the correct licences, understanding Australia’s scaffolding licence system is essential. Under national Work Health and Safety laws, any scaffolding work involving a platform with a potential fall of 4 metres or more is classified as high-risk work and requires a High-Risk Work Licence (HRWL).

The Three Licence Levels

The licence is nationally recognised, meaning it’s valid across all Australian states and territories. You must complete training through a Registered Training Organisation (RTO) and pass both practical and theoretical assessments.

Prerequisites and Requirements

To begin scaffolding training, you must be at least 18 years old, hold a current White Card (general construction induction), and pass a Language, Literacy, and Numeracy assessment. The White Card can typically be completed in one day and is required for all construction work in Australia.

When Is a Licence Required?

A scaffolding licence is required when the scaffold platform is 4 metres or more above the ground, or when a person or object could fall 4 metres or more. Below 4 metres, you don’t need a scaffold ticket, but you must still follow general workplace safety practices — including fall protection if there’s a risk of falling more than 2 metres.

Important: Even without a scaffolding licence, all scaffolding must be inspected by a competent person before use, and a Safe Work Method Statement (SWMS) is required for any high-risk construction work.

Earning Potential

Scaffolding is one of the higher-paying trades in Australian construction. The earning potential increases significantly with each licence level and years of experience.

As a principal contractor or PCBU, you are legally responsible for ensuring that scaffolding work is performed by licensed workers. You can verify a worker’s High-Risk Work Licence through the Verify.licence portal in your state. Make sure licences are current and match the class of work being performed — a Basic licence holder cannot erect suspended or cantilevered scaffolds.
