Falls from height remain the leading cause of fatalities on Australian construction sites — and unsafe, incomplete, or modified scaffolding is a major contributor. With SafeWork NSW and other state regulators adopting zero-tolerance enforcement, understanding your compliance obligations is essential for protecting lives and avoiding significant penalties.
| Standard | Coverage |
|---|---|
| AS/NZS 1576 (Series) | Primary scaffolding standard — general requirements, couplers, prefabricated, suspended scaffolding |
| AS/NZS 1577 | Scaffold decking components |
| AS/NZS 4576 | Guidelines for scaffolding management and safe use |
| AS 1657:2013 | Fixed platforms, walkways, stairways and ladders |
| BS 1139 / EN 74 | International coupler standards accepted in Australia |
Since January 2025, SafeWork NSW requires all scaffold users to conduct and document daily visual checks before commencing work. Inspections must cover damaged components, loose fixings, missing toeboards, and bracing deficiencies. Each inspection must be recorded in a Scaffold Logbook or via an approved digital checklist.
All scaffold platforms must now be tagged at access points with up-to-date inspection status. Modular scaffolding, mobile scaffolds above 4 metres, and suspended platforms are classified as high-risk, requiring licensed scaffolders with appropriate HRW certification.
✅ Only licensed scaffolders (Basic, Intermediate, or Advanced HRW licence) erect, alter, or dismantle scaffolding
✅ Written handover certificate provided before scaffold use (for scaffolds over 4m)
✅ Scaffold inspected at least every 30 days by a competent person
✅ Daily visual checks documented before each shift commences
✅ Safe Work Method Statement (SWMS) prepared for all high-risk scaffolding work
✅ All guardrails, mid-rails, and toeboards installed on open sides
✅ Platforms fully planked with no gaps exceeding 225mm horizontally
✅ Adequate bracing and ties installed per manufacturer specifications
✅ Scaffold erected on solid foundations with sole boards where required
✅ Access ladders secured and edge protection at access points provided
Using scaffolding components manufactured to recognised standards — AS/NZS 1576, AS/NZS 1577, BS 1139, and EN 74 — is the foundation of a compliant scaffold system. Components that lack proper certification create liability exposure and genuine safety risks.
When sourcing from international suppliers, verify that products are tested and certified to Australian standards, material traceability documentation is available, and the manufacturer operates under ISO 9001 quality management.
